Liu Jiayi: To make five new breakthroughs in high quality development

The second session of the 12th CPPCC Shandong Provincial Committee opened in Jinan, capital of Shandong Province, on Feb. 13, 2019. Liu Jiayi, secretary of the CPC Shandong Provincial Committee, called for a qualified answer in the new era, the need to establish a new development concept, unswervingly promoting high-quality development and achieving five “new breakthroughs”.

Liu Jiayi stressed that we should insist on the idea of "vacating the cage and changing the bird" and the "nirvana of the phoenix”, strive to develop the top ten modern competitive industrial clusters, and strengthen technical and scientific support, investment attraction and talent introduction, key projects and infrastructures.

Liu Jiayi called for promoting the revitalization of industry, talent, culture, ecology and organization in the rural areas through standardization, model-driven and classified measures.

Liu highlighted the necessity of promoting the reorganization and integration of ports, developing the modern marine industrial system and strengthening the marine ecological and environmental protection.

NEW BREAKTHROUGHS IN DEEPENING MILITARY-CIVILIAN INTEGRATION

“We should build the innovative demonstration area of Qingdao military-civilian integration with high standards, set priorities in key fields, optimize relevant institutional systems, and strengthen the coordinated development,” said Liu Jiayi.

NEW BREAKTHROUGHS IN WINNING THREE TOUGH BATTLES

When it comes to fight agianst the three tough battles, namely, preventing and defusing financial risks, targeted poverty alleviation, and pollution control, Liu said that both the symptoms and root causes of critical risks should be prevented and controlled, targeted poverty alleviation be improved and implemented, and pollution control tightened.
