Xun Zi (313-238 BC), a key Chinese Confucian philosopher in the time of the Warring States (475-221 BC) period, contributed to one of the Hundred Schools of Thought. He was recorded as saying: "The ruler is like the boat, and the common people the water. The water supports the boat or capsizes it."
