Linyi further advances the “one‑category‑of‑matters” administrative‑service reform, upgrading service logic from handling isolated single‑items toward systematic full‑life‑cycle support for industrial chains. Centered on its 13 landmark industrial chains, the city builds an integrated service system covering enterprise investment attraction, establishment, construction, operation and market expansion, to foster a first‑class market‑oriented, rule‑of‑law‑based and international‑friendly business environment.

In the past, enterprises in different growth phases encountered scattered administrative items spread across multiple government departments, facing difficulties such as unclear handling channels and fragmented policy information. The newly‑released reform document lays out ten targeted measures for industrial‑chain service. Linyi sorts out about 85 high‑frequency administrative service items for each landmark industrial chain, covering investment promotion, company formation, project construction, production‑and‑operation, brand building, financing, talent recruitment and legal‑rights protection.
