Linyi policy reforms smooth path for global trade

Linyi is strengthening its commitment to high-level opening-up by blending institutional reform with strategic expansion. By focusing on critical links such as customs clearance, logistics, and finance, the city aims to evolve from basic resource mobility to a sophisticated, rule-based economic framework. This transformation is backed by 22 provincial policies aimed at developing Linyi Trade City into a high-quality international trade hub.

Central to this shift is the targeted use of RCEP benefits. Linyi Customs has set up dedicated service teams and Industry Benefit Lists for major export sectors such as timber and machinery.

These customized strategies ensure businesses benefit from maximum tariff reductions. In 2025, the city issued 87,000 certificates of origin valued at 27.62 billion yuan ($4 billion), resulting in approximately 800 million yuan in tariff savings for local enterprises. Currently, more than 70 percent of these certificates are processed through automated systems, allowing merchants to print documents from their offices around the clock.

Infrastructure upgrades are reinforcing this progress. The newly opened Linyi International Market Center serves as a comprehensive global service port, consolidating customs, tax, and financial services into an efficient one-stop platform.

By replacing fragmented processes with integrated solutions, Linyi is transitioning from a traditional wholesale market into a digitalized, world-class platform for domestic and international trade. This systemic approach ensures the city remains a competitive and resilient part of the global supply chain.
