Lingang boosts growth via business environment upgrades

Lingang Economic Development Zone of Linyi rolls out targeted service innovations to optimize the business environment and fuel high-quality economic growth.

The zone launches cross-regional medical insurance services at government service halls. Local residents and enterprise employees can handle medical insurance inquiries and off-site medical treatment filing locally, eliminating long-distance trips. Authorities also deliver policy training inside factories to raise staff awareness of related services.

A digital supervision platform named "Escort Cloud" was promoted in May to form a closed-loop management system for enterprise demands, covering collection, assignment, tracking, feedback and evaluation. The platform collected 419 pieces of enterprise-related data in four categories in the first quarter.

Special service teams provide on-site support for key projects. Staff conduct regular field visits and coordinate difficulties including pipeline relocation and road reconstruction. The teams have made over 200 field visits, solving all reported problems with a 100 percent resolution rate.

The zone also streamlines approval procedures. The "land acquisition plus immediate construction" model cuts approval time for 12 major projects by more than 20 percent.

Solid progress has been achieved in economic indicators. In the first four months of 2026, the growth rate of industrial added value of above-scale enterprises reached 21.2 percent, ranking first in Linyi. The general public budget revenue grew by 11.2 percent, also topping the city list. Growth of fixed-asset investment and industrial power consumption maintained a strong momentum.
