Many villages in Linyi High-tech Zone struggled with idle standardized factory buildings that failed to generate collective revenue, restricting rural revitalization progress. Xileishi Village transformed vacant plants into industrial carriers under targeted government services and correct performance values.
The village built a 2,100-square-meter standard workshop yet faced long-term vacancy. The zone's investment promotion team bridged the village and Shainaisi New Materials Co., providing full-cycle nanny-style services covering land approval, EIA and power supply coordination. The enterprise rented two idle assets — a new factory and abandoned primary school, bringing an annual collective income increase of around 140,000 yuan. Local villagers get priority employment to realize win-win outcomes for enterprises, village collectives and residents.
Revitalizing dormant rural assets is a vital path to consolidate collective economy. Linyi High-tech Zone will replicate this model across villages, activate idle rural resources and boost common prosperity through industrial projects.
