

Yinan County has solid livestock and fruit-vegetable processing foundations, while its food industry long depended on primary raw material processing, lacking deep-processing capacity, complete industrial chains and efficient administrative services, which restricted industrial expansion and profit growth. The county rolled out targeted supporting policies and digital transformation measures to break through the industrial bottlenecks.
Two core industrial chains including healthy livestock products and green fruits and vegetables achieved obvious upgrading. Kaiyuan Food expanded deep-processing braised meat snack production with an annual output of 18,000 tons, forming coordinated breeding, packaging and cold chain supporting systems. Qingguo Food focused on high-value freeze-dried vegetables, quadrupling its export unit price, and its dual-certified self-built testing laboratory shortened inspection cycle from two weeks to two hours. The county carried out integrated approval reform and regular enterprise communication salons, packaging scattered approval items into customized service packages and releasing more than 30 financial, tax and talent preferential policies, handling over 180 agency services within one month. A university-enterprise digital traceability platform covers 11,000 growers and 500 merchants with annual transaction volume over 190 million jin. In the first five months of 2026, the output value of livestock industrial chain reached 15.18 billion yuan with a year-on-year growth of 13.6%, and the green vegetable chain output value hit 314 million yuan, rising 33.9% year on year.
Yinan's development model combining business environment optimization and full-chain food upgrading provides a replicable reference for county-level agricultural processing industries.
