Yinan upgrades food industry via optimized business environment and digital transformation

Yinan County, a major food processing base in Linyi, advances industrial upgrading by optimizing the business environment and digitalizing its two core industrial chains: healthy livestock products and green fruit and vegetable processing.

Local enterprises have shifted from raw material sales to deep processing. Kaiyuan Food focuses on braised duck neck semi-finished products to drive coordinated development of breeding, packaging and cold chain logistics. Qingguo Food eliminated low-end production lines and launched high-value freeze-dried vegetable soup products, with export unit prices quadrupled. A dual-certified testing center cuts sample report waiting time from two weeks to two hours, greatly boosting export efficiency.

The county introduced institutional reforms including the “Clear and Clean Reception Hall” for regular government-enterprise talks and integrated 120 approval services into 40 packaged service packages covering the full lifecycle of food enterprises. A digital agricultural trading platform co-built with Shandong University covers over 11,000 growers and 500 merchants, forming a full-chain traceability system.

From January to May this year, the green fruit and vegetable processing chain achieved an output value of 314 million yuan, up 33.9% year-on-year; the healthy livestock product chain hit 15.18 billion yuan, a 13.6% year-on-year increase. Yinan’s food clusters have won provincial and national industrial cluster titles, proving that optimized business environment empowers traditional manufacturing to achieve high-quality growth.
