Targeting the goal of building a regional sub-center and a trillion-yuan city in Shandong, Linyi prioritizes industrial economy and advances systematic development of thirteen landmark industrial chains since the start of the 15th Five-Year Plan period. The city adopts a chain chief responsibility system with special task forces to coordinate layout, investment and innovation across all industrial sectors.

A closed-loop management system supported by industrial layout maps, investment roadmaps and enterprise databases forms coordinated development among chain leaders and supporting SMEs. Multiple sectors deliver robust results: meat processing industrial parks expand upstream breeding and downstream deep processing; green home furnishing fosters over 220 whole-house customization manufacturers; digital steel plants and new energy commercial vehicle bases ramp up production capacity. Customized financial subsidies, energy cost reduction policies and AI factory transformation projects ease operational burdens for manufacturers. Linyi boasts 1,134 provincial-level specialized and sophisticated enterprises by 2025 after targeted policy support. The city also builds a "1+13+X" industrial research institute network and launches university-enterprise matchmaking events to tackle technical bottlenecks.
