The county builds systematic red education courses and seven boutique research routes, holding over 200 lecture sessions this year. Soft law enforcement lists reduce enterprises’ burden by more than 8 million yuan in fines. The "Hutong Chief" governance mechanism mobilizes over 16,000 village volunteers to mediate conflicts and renovate living environments.
