Xianggong Subdistrict of Yihe New District optimizes full-cycle enterprise service mechanisms under the guidance of correct performance concepts, successfully luring local leading steel cylinder manufacturer Yong’an Special Equipment to move all production lines back to its hometown.

Founded in Xianggong in 1998, Shandong Yong'an Special Equipment once expanded production in Hengyang, Hunan, yet planned to relocate all industrial capacity home as Linyi's business environment improved significantly. After learning the enterprise’s intention, the subdistrict set up a special working group with district-level leaders as team leaders, implementing one project one file closed-loop management. Staff finished land acquisition covering 340 mu within five working days and provided whole-process agency services for construction approval, power and water matching. The two-phase factory buildings have been fully completed, with full-year output expected to reach 2 billion yuan after operation, creating 2,000 local jobs and generating 40 million yuan annual tax revenue.
