Linyi expands global markets via pre-packaged food export pilot

A batch of pre-packaged goods from Linyi Wanhang International Logistics completed inspection, container loading and customs clearance at Linyi Inland Port Consolidation Warehouse before shipping from Yantai Port to Guinea, covering 254 product categories including seasonings, beverages and edible oil with a total value of 1.1806 million yuan.

As China's renowned Food City, Linyi secured approval as a pilot city for market procurement trade of pre-packaged food in April 2024, breaking the traditional rule that pre-packaged goods can only be declared at production locations. Merchants can consolidate diverse goods purchased from Linyi Trade City and complete one-time customs clearance locally, greatly simplifying export procedures.

After multiple rounds of research and risk assessment, Qingdao Customs approved Linyi's pilot scope expansion in December 2025. Covered food categories expanded from 10 to 20, adding local specialties such as bean products, freeze-dried fruits and mixed congee, while export destination countries and regions increased to 27.

To resolve delays caused by mixed bulk cargo inspection, Linyi Customs innovates the "inspection before loading" supervision mode. Goods are checked before container sealing, cutting overall clearance time by 30 percent. A complex shipment covering 13 product labels finished full inspection within only 50 minutes under the new model, which would take hours under traditional procedures.

Driven by expanded policy and optimized supervision, Linyi's pre-packaged food exports achieved outstanding results in H1 2026. Customs oversaw 48 export batches totaling 75 TEU with aggregate cargo value reaching 11.2753 million yuan, exceeding 10 million yuan in the first half year alone.
