Luozhuang blazes new trail for revitalizing inefficient land in old industrial zone

Luozhuang District, a time‑honored industrial hub in southern Linyi, has explored a replicable path to revitalize idle and low‑efficiency industrial land. Through process re‑engineering, large‑plot comprehensive redevelopment, map‑based targeted investment promotion and whole‑chain enterprise services, the district has unlocked huge space for high‑quality industrial growth in former “rust‑belt” zones.

Decades of industrial development left behind a large stock of inefficient parcels, defunct factory buildings and scattered idle land in Luozhuang. Since 2025, the district has carried out thorough surveys to establish detailed ledgers covering 2,423 mu of under‑utilized industrial land. Multiple revitalization pathways including market‑oriented acquisition, equity participation, auction and policy‑driven rectification have been adopted to suit conditions of different plots.

A groundbreaking “five‑simultaneous” approval mechanism reshapes the traditional serial administrative workflow. Procedures for contract‑signing & site‑clearing, land acquisition & multi‑evaluation, land application & planning design, construction & parallel permit‑issuance, project completion & joint acceptance are handled simultaneously. The whole project‑landing cycle has been shortened from 283 days down to 140 days, lifting efficiency by more than 50 percent.

The Rui Deli high‑end battery separator project stands as a typical success story. Built on 350 mu of land formerly occupied by a shut‑down ceramic enterprise, the project realized “start construction upon land hand‑over”. From contract signing to formal production took merely nine months, compared with 15 months under the old approval model. Up to now, 50 major projects worth more than 100‑million‑yuan each have settled on revitalized land parcels, and high‑tech industries account for 66.2 percent of total output from above‑scale industries in Luozhuang.

Beyond land reactivation, Luozhuang combines physical‑space renewal with industrial upgrading. Idle factory compounds are transformed into industrial parks for new‑materials, equipment‑manufacturing and cross‑border e‑commerce. Meanwhile, old industrial heritage sites such as Luozhuang Commune 1946 are renovated into cultural‑creative blocks, realizing dual value of industrial‑memory preservation and new‑economy incubation.

The district’s practical experience has been selected as a provincial‑level promotional case. Moving forward, Luozhuang will keep deepening stock‑land reform, attract more high‑value‑added projects and accelerate the revitalization of the old industrial base toward advanced manufacturing and modern service sectors.
