Tancheng County has grown into one of China's most concentrated county‑level clusters for hygiene‑product manufacturing. After decades of evolution from family‑run workshops toward standardized, brand‑oriented global suppliers, local sanitary‑goods enterprises are expanding overseas market share with upgraded quality, differentiated innovation and diversified international‑channel building.

The industry originated from small household workshops back in the 1990s. In past years, the cluster faced bottlenecks including homogeneous low‑end competition, aging equipment and thin profit margins. To break through the dilemma, Tancheng set up a dedicated industrial‑chain taskforce to guide enterprises on quality‑system building, international certification and product‑structure optimization.

At present, Tancheng hosts nearly 100 complete‑chain enterprises covering raw‑material supplies, finished‑goods manufacturing and supporting services. Sixteen are above‑scale manufacturers. Product lines cover pet care pads, disposable sanitary articles, medical‑grade hygiene supplies and maternal‑infant products. Eighteen local firms have obtained ISO9001, ISO13485, FDA, CE and SGS international certifications; 79 independent domestic brands and close to 300 OEM brands are operated across the industrial cluster.

Pet‑care pads have become a star export category. Even in traditional off‑season periods for domestic sanitary‑goods business, workshop production lines keep running at full capacity. Leading enterprises such as Delaiya and Jinshenghaoda ship goods to more than 10 countries and regions including the United States, Russia, Japan, South Korea and Southeast Asia. Some manufacturers have built independent foreign‑trade teams, moving beyond simple OEM subcontracting toward direct overseas customer development and self‑owned‑brand exports.

The county government delivers targeted whole‑cycle support. The industrial‑chain taskforce organizes factory tours for overseas procurement delegations, arranges collective participation in domestic and international sector expos, links enterprises with universities for joint‑laboratories on new‑material R&D, and coordinates financing solutions for production‑line expansion. Enterprises are also encouraged to leverage Linyi Trade City platforms and the Going global, connecting the world. initiative to broaden access to global buyers.

Tancheng’s hygiene‑products cluster is transforming from “large‑volume manufacturing” toward “high‑value‑added global competition”. Moving forward, local authorities will keep strengthening chain‑supplier coordination, core‑technology research and brand building to further lift the international influence of “Tancheng‑made” sanitary goods.
