Junan county's doubling program strengthens industrial base
At the hot rolling workshop of Taigang Xinhai in Junan county, Linyi in East China's Shandong province, a 2,250-millimeter wide twin-stand Steckel mill is running at full capacity, with stainless steel products from 2 to 16 millimeters rolling off the line.
From January to August this year, the county completed industrial output value of 57.63 billion yuan ($8.1 billion), up 8.7 percent year-on-year, with more than 40 percent of enterprises above designated size reporting revenue growth above 15 percent. Industrial output value in the sci-tech innovation park reached 42.38 billion yuan, up 10.4 percent, accounting for half of the county's industrial economy.
The growth is driven by the county's industrial doubling program, which it has made the first of its ten major projects this year. Focusing on industry chain cultivation, technological innovation, project construction and enterprise services, the county set up a three-tier support system under which county leaders, young officials and economic officials are assigned to enterprises, with 80 key enterprises under file-based, dynamically monitored support.
The county also introduced a five-step closed-loop model for handling enterprise requests, covering collection and assignment, time-limited processing and case closure. Of 211 requests collected in the first half of the year, 103 have been resolved, addressing bottlenecks in production, project construction and factor supply.
Industry chains form the backbone of the industrial economy. The county has focused on four signature chains — high-end stainless steel, green food, nano silicon-based materials and green packaging. In the first half of the year, these four chains generated 34.4 billion yuan in output value, up 9.7 percent, accounting for nearly 80 percent of the county's industrial output value above designated size. Taigang Xinhai is targeting the high-end segment, leveraging the advantages of its twin-stand Steckel mill in producing high-end steel varieties; Jinsheng Grain and Oil's smart factory applies digital control from raw materials to finished products; and Baite New Materials leads the nano silicon-based chain.
The county has also adopted an innovative investment attraction model, signing 45 new industrial projects with total investment of 6.665 billion yuan. It has pushed forward 111 projects under discussion, under construction or planned, with total investment exceeding 24.3 billion yuan, improving land supply, simplifying approvals and assigning task forces to resolve problems. In the first eight months, 65 industrial technological upgrading projects were carried out, with investment growth among the highest in the city.
On innovation, the county issued a five-year plan for technology empowerment and introduced a points-based management system for enterprise technological innovation, working with 13 financial institutions to offer 39 sci-tech finance products. By the end of July, the county's industrial loan balance stood at 15.279 billion yuan, up 26.06 percent year-on-year. It was approved as a provincial pilot for the innovation points system at county level, and 19 small and medium-sized technology enterprises obtained 69.35 million yuan in provincial loans for commercializing sci-tech achievements.
Enterprise cultivation has produced results. The county now has seven national-level "little giant" specialized and sophisticated enterprises, seven provincial single-champion enterprises, 92 provincial specialized and sophisticated enterprises and 140 provincial innovative small and medium-sized enterprises. The silicon-based materials industry innovation research institute of the University of Jinan is in operation, Taigang Xinhai was selected for a provincial digital transformation pilot, and five basic-level and one advanced-level smart factories have been added. The county has carried out 92 sci-tech cooperation projects, and two achievements from Renhetang Pharmaceutical and Jinsheng Grain and Oil won first and second prizes in last year's provincial science and technology progress awards. By the end of August, 44 enterprises had been recommended to apply for high-tech enterprise status and 102 completed evaluation for the technology enterprise database; from January to July, high-tech industrial output value reached 28.077 billion yuan, accounting for 56.19 percent of the total.
The county is also expanding markets and building brands. It organized more than 50 enterprises to take part in key domestic and international exhibitions, achieving a historic breakthrough in branded booths at the Canton Fair. From January to May, exports by enterprises above designated size grew 51 percent year-on-year. The brand value of "Junan peanuts" reached 8.336 billion yuan, and Junan peanut oil, green tea and white tea were included in the national list of famous, special, excellent and new agricultural products.
A county official said Junan will refine its list of enterprises for cultivation, deepen work on the four leading industry chains, accelerate the launch of major projects worth tens of billions of yuan, promote smart and green transformation, expand domestic and overseas markets and strengthen distinctive industrial brands to meet its full-year industrial targets.
