Mengyin cultivates four-type talents to fuel rural vitalization

Mengyin County launches a systematic talent cultivation system featuring four categories of rural talents: leading village cadres, industrial pioneers, returning entrepreneurs and mass rural practitioners.

The county builds training bases cooperating with Shandong Agricultural University and Linyi Vocational College. It offers policy support, low-interest loans and incubation services for returning talents, issuing 6.142 billion yuan of special rural revitalization loans in 2025. Over 320 returning entrepreneurs and 102 shared wealth workshops have been cultivated to develop peach, homestay and eco-tourism industries.

The four-talent linkage mechanism links talent chains with industrial chains. It activates rural endogenous vitality and creates a shared prosperity development path suitable for mountainous counties in Yimeng.
