
Mengyin County in Linyi draws on the experience of the Zhejiang Ten-Thousand-Village Project and pushes coordinated rural development through connected village zones, forming five differentiated development categories across the county.

The county has divided its 354 villages into 41 coordinated zones and built 16 demonstration zones. It develops a 10-billion-yuan whole industrial chain centered on Mengyin peaches, and expands agriculture, rural tourism and processing industries to lift residents’per capita savings to 116,000 yuan. The county has upgraded 352 village clinics, realized 100 percent tap water access and built 594 kilometers of upgraded rural roads. A long-term management mechanism supported by virtue points and volunteer teams maintains clean rural living environments. Party building guides cross-village joint development and cultivates professional rural talent teams.

Zone-based coordinated development solves fragmented single-village development problems. Mengyin's integrated model balances ecology, industry and people's livelihood, providing a typical sample for mountain rural revitalization in Shandong.
