Linyi Lingang Economic Development Zone

Established in October 2010 as a provincial-level development zone, the Linyi Lingang Economic Development Zone is located in the easternmost part of Linyi, a city in Shandong province.

In October 2018, the Shandong Provincial Government unveiled the Shandong Advanced Steel Manufacturing Industry Base Development Plan (2018-25), designating Lingang as the site for a high-end stainless steel and advanced special steel industrial cluster. In 2020, the base was recognized as a major construction project of Shandong province, driving strong growth.

With the goal of becoming a national-level development zone, Lingang is advancing the "Blue Lingang, Green Steel City" initiative. The zone has successfully established a comprehensive industrial ecosystem, focusing on extending industrial chains and fostering clusters. Its steel production capacity has reached 8.5 million metric tons, representing 84 percent of the city's total and 10.63 percent of the province's total output. A number of steel companies, such as Shandong Iron & Steel Yongfeng, Shandong Steel Investment Special Steel, and Shandong Steel Investment Stainless Steel, have grown into enterprises with an output value of at least 10 billion yuan ($1.46 billion).

Linyi Lingang also hosts a burgeoning new energy commercial vehicle base and is working to advance intelligent manufacturing. Notable projects like the hydrogen energy industrial base have already commenced production, with others progressing smoothly.

The development zone is committed to innovation, with numerous national and provincial-level green factories and technology platforms.

Supporting infrastructure is robust, including a railway network, a smart highway port, and a multi-modal logistics park. The development zone is also investing in community amenities, ensuring comprehensive services for residents and businesses alike.
