The mechanism covers targeted courses, strict assessment, achievement transformation, frontline training, performance linkage and tough task tackling. The district regularly holds "Bureau Directors on Stage" lectures with dual evaluation systems: professional judges comment on lectures while trainees score courses quantitatively; underperforming lessons must be revised and re-delivered. Immersive simulation training on public opinion disposal and mass mediation replaces rigid textbook teaching. After each training session, departments formulate implementation task lists, and organizational departments conduct field follow-up visits three months later to check practical outcomes. Excellent performers are prioritized for promotion, with a dynamic talent reserve pool built for specialized cadres.
