Jinqueshan subdistrict builds three-dimensional linkage system for grassroots governance

Guided by the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, Jinqueshan Subdistrict of Lanshan District innovates a three-dimensional linkage governance framework covering zones, blocks and buildings to resolve urban management bottlenecks.

The subdistrict divides urban space into four functional zones, sets four specialized departments in each area and deploys 114 government staff to work at grassroots level. Six road management committees are established along key commercial streets to formulate unified neighborhood conventions and implement the "zone calls, all parties respond" mechanism. For central business buildings, 30 building stewards provide one-stop enterprise services, launching 20 noon-hour themed activities for office workers. Since the system launched, public appeal response time has shortened by nearly 40 percent, with public satisfaction rate exceeding 96 percent.

The integrated governance model shifts scattered management to coordinated services. It provides an efficient urban grassroots governance sample displayed at the National Conference on Social Etiquette and Civility in Rural Areas.
