
Cadres of Fangcheng Town, Lanshan District implement the "Four Trips to Grassroots" mechanism, shifting daily work desks to farmland and village lanes to tackle long-standing rural governance difficulties.

All 213 town officials conduct daily household visits, establishing closed-loop work procedures of daily deployment, field promotion and end-of-day review. A full-time legal consultant covers all 53 administrative villages to mediate land and neighborhood disputes at the grassroots level. Street merchant committees and four-level grid linkage mechanisms jointly resolve cross-departmental complex issues, with over 400 hidden conflicts solved since the mechanism launched.

Frontline grassroots governance transfers service focus to villagers’immediate demands. Fangcheng's practical working method is widely referenced in rural governance exchanges at the National Conference on Social Etiquette and Civility in Rural Areas.
