Lingang Economic Development Zone inherits the Yimeng Spirit and translates revolutionary spiritual wealth into driving forces for business support and industrial upgrading, advancing the construction of a modern steel‑oriented new town and national‑level development‑zone application.

The zone avoids formulaic red education. It promotes Yimeng‑spirit‑themed learning from exhibition halls into factory workshops. Under the “four‑down‑to‑grassroots” working mechanism, Party members and cadres sink to front‑line posts. Special red‑research bases are built at key enterprises including Shagang Yongfeng and Linyi Steel Special Steel to highlight local red identity.

Selected outstanding cadres serve as Party‑building secretaries for non‑public enterprises and provide regular on‑site assistance. Up to now, these secretaries have solved 144 enterprise demands, secured over 980 mu of land for projects and recruited 196 industrial‑sector talents. They have helped resolve long‑standing historical issues such as property‑certificate processing for hundreds of home‑buyers at Donggang Huafu Community.

Efficient government services accelerate project construction. The flexible production‑line project for 100,000‑ton high‑grade stainless‑steel seamless pipes under Shandong Shengyang Special New Materials completed joint commissioning in only 140‑plus days, setting a new regional speed record for similar projects. Special‑service teams handle whole‑project formalities on behalf of investors and cut approval cycles by more than 20 percent.

In the first half of this year, Lingang recorded a 19.3‑percent year‑on‑year rise in added‑value of industrial enterprises above designated size, ranking first across Linyi. General public‑budget revenue grew by 15.9 percent year‑on‑year. The zone will keep combining the Yimeng Spirit with real‑economy development to pursue high‑quality progress.
