Linshu county in Linyi, East China's Shandong province, has improved its law-based business environment through a closed-loop system for handling corporate legal demands, under a guiding principle of "no disturbance when unnecessary, immediate response when needed, precise empowerment."

The county issued management measures for enterprise-related demand ledgers, clarifying the responsibilities, procedures and closure standards of public security, procuratorate, court and judicial departments, and integrating channels including the 12345 hotline, petition services and comprehensive governance centers. It conducts unobtrusive surveys focused on high-frequency legal needs such as contract performance, labor employment and intellectual property to minimize disruption to normal operations. This year it has sorted 128 corporate legal demands, all of which have been filed and resolved.

The county has developed a service brand integrating quality political and legal resources, launching an online and offline service system with five enterprise-specific services, 22 pro-business commitments and 10 consultation and supervision hotlines. Under a mechanism of immediate response upon receipt, it has resolved 28 corporate demands through a fast track this year, achieving 100 percent response, resolution and satisfaction rates.

On prevention, the county has organized more than 60 specialized legal education sessions in industrial parks and along industry chains, and resolved 351 enterprise-related cases through diversified dispute resolution mechanisms integrating mediation, arbitration and judicial resources.
