Linyi has stepped up cooperation with the Guangdong-Hong Kong-Macao Greater Bay Area, with the bay area's capital, technology and talent linking into the city's manufacturing base and logistics network.

Linyi, Shandong's most populous and largest city by area, sits 1,700 kilometers from Shenzhen. The city has organized industry chain matchmaking, product promotion and talent exchanges in the bay area in recent years; in December last year, it signed 20 projects in Shenzhen covering new energy, new materials, intelligent manufacturing and smart healthcare.

Bay area companies have moved in. Guangdong Jinhongxing Intelligent Technology signed a 520-million-yuan ($73.2 million) intelligent security equipment plant in the Linyi high-tech zone in late 2025. Duofahuo Logistics, a Shenzhen-based company, has opened more than 100 consolidation stations in northern China since settling in Linyi, funneling goods from across the country to the city for export. Gree, China Resources and Skyworth have also invested in Linyi.

On the logistics side, Linyi runs the country's largest wholesale market cluster and northern China's largest livestream e-commerce base, with logistics turnover exceeding 1 trillion yuan for two consecutive years. Shandong province has elevated Linyi Trade City into a provincial strategy, positioning it as an international commodity distribution center and logistics hub.

Linyi has rolled out policies allowing companies to set up offshore incubators and research bases in the bay area, alongside talent programs including 26 measures on talent work and 14 measures on talent-strong enterprises. Technical experts from the bay area have taken positions in the city's high-tech zone and Yihe New Area in intelligent manufacturing, new materials and smart home sectors.

The city is pursuing a provincial positioning as a sub-center of Shandong and a trillion-yuan economy, and is building 13 flagship industrial chains.
