Linyi unveils key priorities for 15th Five-Year Plan

Linyi mapped out its targets for the 15th Five-Year Plan (2026–30) during a press conference on June 18, outlining the city's development goals, key priorities, and innovative initiatives for economic and social development over the next five years.

Guided by the principles of intelligent, green and integrated development, Linyi will continue to cultivate its 13 key industrial chains and accelerate the development of a modern industrial system with distinctive local features, laying a stronger foundation for high-quality economic growth.

The city will vigorously advance the "AI + Manufacturing" initiative by strengthening digital infrastructure, deepening smart transformation, and expanding AI application scenarios. 

By 2030, intelligent computing will account for over 70 percent of total capacity, the city will house more than 35,000 5G base stations, and AI applications will be fully integrated into above-scale industrial enterprises.

Efforts will also be stepped up to promote green and low-carbon transformation through stronger energy management, large-scale energy-saving technological upgrades, and the development of green manufacturing. 

Regular energy audits will be conducted in key industries, while efficiency retrofits will be expanded. By 2030, 300 green factories, 30 green supply chains, and 20 green industrial parks will be established.

Industrial integration will be further accelerated by deepening the convergence of manufacturing with producer services, the digital economy, and technological innovation. Greater emphasis will be placed on service-oriented manufacturing, digital empowerment across production chains, and enterprise-led innovation. Platforms for R&D, pilot testing, and commercialization will be strengthened to speed up the transformation of scientific achievements.

During the 14th Five-Year Plan period (2021–25), Linyi's gross domestic product rose to 686.22 billion yuan ($95.6 billion) in the final year, crossing two successive 100-billion-yuan thresholds.
