Linyi's first Online Delivery Riders Association was officially inaugurated in Luozhuang District, marking the standardized, organized development of new delivery industry under Party building guidance.

Targeting prominent pain points including scattered practitioners, slow demand response and inadequate rights protection, the district takes Party building as the core bond to unite thousands of delivery workers and turn mobile service providers into grassroots governance participants. The association defines four core functions: industry self-regulation, rights safeguard, dispute mediation and vocational training. It formulates unified service standards to curb vicious competition, sets up mediation offices to resolve delivery-related conflicts, and launches regular "riders’night school" courses covering traffic safety and legal knowledge. Luozhuang Administrative Approval Service Bureau opened exclusive green channels and provided one-stop agency services to accelerate the association's registration and operation. More delivery riders now voluntarily join community volunteer activities such as policy publicity and elderly assistance, injecting fresh vitality into grassroots governance.

The standardized association mechanism innovates governance of new employment groups, a typical grassroots governance practice promoted by the Publicity Department of the CPC Linyi Municipal Committee.
