On September 3, Linyi convened the 2026 promotion meeting for key projects of the high‑grade stainless‑steel and advanced special‑steel industrial chain, aiming to push forward transformation and upgrading of local steel industry toward high‑end, intelligent and green directions.
Zhang Baoliang, Secretary of the CPC Linyi Municipal Committee and chain‑leader of the high‑grade stainless‑steel and advanced special‑steel industrial chain, attended and addressed the meeting. Linyi is one of Shandong’s key steel‑industry bases. Recent years have witnessed robust output growth, improved profitability, accelerated transformation and increasingly complete industrial chains across Linyi's steel sector.
The meeting clarified development paths for the industrial chain: expanding production capacity, lifting high‑end product ratio, strengthening equipment manufacturing, fostering well‑known local brands and optimizing supporting service systems, to build a 300‑billion‑yuan‑scale modern steel industrial cluster.
Three major track directions were outlined for targeted development. The carbon‑steel track represented by Shan‑Gang Yongfeng and Gangtou Special‑Steel shall consolidate competitive advantages. The stainless‑steel track led by Tai‑gang Xinhai and Gangtou Stainless‑Steel shall be expanded as the core growth engine. The circular‑economy track centered on East China Non‑Ferrous‑Metals City and Linyi Port Steel‑Trade Center will be further cultivated to generate new competitive edges.
Participants reached consensus on five key focal points: investment promotion, green‑transition renovation, integration of industry and innovation, production‑marketing docking and policy‑support empowerment. Authorities will roll out targeted fiscal‑fund, industrial‑fund and financial‑service tools to unlock growth potential for key projects.
Linyi has 140 ongoing and planned projects within this steel industrial chain, with aggregate planned investment hitting 96.8 billion yuan. The chain targets annual investment of 23 billion yuan and total industrial output value exceeding 130 billion yuan in 2026, striving to build a nationally‑competitive advanced‑steel manufacturing base in Shandong Province.
