Dadian Town empowers rural governance via targeted micro-governance model

Dadian Town, Junan County, has innovatively launched the "alley chief" micro-governance mechanism, deploying 1,508 volunteer alley chiefs to cover all residential alleys across the town, extending grassroots governance to the smallest rural units.

Staffed by local residents living in the alleys, the volunteer alley chiefs can rapidly respond to daily public demands and emergencies nearby. The town has summarized a practical grassroots working method: observing environmental changes on-site, mediating conflicts through communication, listening to public demands attentively, and delivering door-to-door care for vulnerable groups.

Alley chiefs undertake daily services including elderly errand assistance, household safety hazard elimination, public environment maintenance and neighborhood minor dispute mediation. Incentive mechanisms such as honorary titles and daily necessities rewards have been established to mobilize widespread public participation in rural governance.

The micro-governance system effectively extends the nerve endings of grassroots governance, stimulates rural autonomous vitality, and accelerates the construction of a co-construction, co-governance and shared-benefit rural governance pattern.
