Linyi in East China's Shandong province has signed 92 projects through a year-long outreach program linking the city with the Beijing-Tianjin-Hebei region, the Yangtze River Delta and the Guangdong-Hong Kong-Macao Greater Bay Area, according to the city's investment promotion authorities.

The program, coded "3+5+13", targets three core regions, five investment promotion tracks — trade and logistics, state-owned assets, culture and tourism, private enterprise and foreign investment — and the city's 13 flagship industrial chains. The Beijing-Tianjin-Hebei session produced 26 signed projects, the Yangtze River Delta session 31, and the Greater Bay Area session 35.

Party Secretary Zhang Baoliang led delegations to all three regions. In Beijing, agreements included a collaborative computing system with the National Supercomputing Tianjin Center and a high-quality dataset evaluation center. In Shanghai, the city has built nine offshore talent bases and set up a branch of the Shanghai Technology Transfer Exchange, bringing in 82 high-level talent teams. In Shenzhen, the city signed 35 industrial and platform projects and brought in the three types of trade intermediaries — buyers, consolidators and freight organizers.

UBTECH Robotics vice president Liu Yudong said his company lacks real industrial data for humanoid robot development, and that Linyi's smart warehousing and logistics lines offer an ideal training ground for artificial intelligence. Linyi has rolled out 35 typical AI application scenarios.

The city has 38 of China's 41 industrial categories, ranks second in Shandong for the number of industrial enterprises above designated size, and has three industry chains exceeding 100 billion yuan ($14.1 billion) in scale. Biopharmaceuticals have entered the national strategic emerging industry cluster list, and intelligent agricultural machinery is a national advanced manufacturing cluster.

Linyi runs 136 specialized wholesale markets with 63,000 shops and more than 6 million product varieties, with logistics costs 30 percent below the national average. TIR road routes reach the five Central Asian countries, and China-Europe freight trains serve 14 European countries. The city ranks first in Shandong for cross-border e-commerce and market procurement exports, with exports to Central Asia up 33.6 percent and to Africa up 109.6 percent.

"Growing old is not the fate of old revolutionary areas," Zhang said. "Linyi has become a regional central city in southern Shandong and northern Jiangsu, and is accelerating toward its goals of a provincial sub-center and a trillion-yuan economy."
