Linyi sets course for stronger private economy

Linyi plans to give greater prominence to its private economy during the 15th Five-Year Plan period (2026-30), as it works to transform a broad business base into a source of stronger, higher-quality growth.

Drawing on the "Jinjiang experience" and benchmarking itself against Quanzhou, the city will launch a campaign to cultivate more competitive market players. It will focus on competitive local industries, strategic emerging sectors and modern services, build a tiered cultivation pool, encourage established companies to pursue "second ventures", while also fostering groups of firms with revenues of 10 billion yuan ($1.4 billion) and 100 billion yuan.

Training programs, including the "Qinglan Relay" project and youth classes for Linyi businesspeople, will help develop a stronger entrepreneur community.

A first-class business environment is another priority. Linyi will upgrade its smart government service platforms, integrate service windows, expand cross-regional access to frequently used public services and provide full-lifecycle online assistance for companies.

It will also promote automatic policy matching, application-free access to benefits, categorized supervision and streamlined inspections, creating a more efficient and business-friendly service system.

Key production factors will receive stronger backing as well. The city plans to guide financial institutions in improving credit services, enhance technology transfer and achievement commercialization platforms, and build secure data circulation infrastructure across companies, industries and regions, giving private firms better access to financing, innovation resources and digital tools.
