Linyi's service sector speeds up quality expansion

Linyi's service sector maintains robust growth momentum through expanded scale and quality upgrading in the first half of 2026.

Official data shows the added value of the city's service sector rose by 6.4 percent, contributing 60 percent to local economic growth, 5.4 percentage points higher than last year's full-year figure. Linyi Municipal Development and Reform Commission leads coordinated development of producer and consumer services.

Two special policy packages have been rolled out: a "1+10" plan for producer services targeting technology, industrial design and inspection testing sectors, and a "1+7" scheme covering retail, catering, cultural tourism and healthcare consumer services.

By the first half of the year, Linyi had 1,065 industrial enterprises above designated size in service industries, 73 more than the end of 2025. A total of 168 key service projects are under construction, among which 77 are included in Shandong provincial key project lists and 17 receive provincial special support funds.

For the second half of the year, Linyi targets a 7-percent growth in operating revenue of above-scale service enterprises and a total number exceeding 1,100. The city will further extend producer services up the industrial value chain and upgrade consumer services for higher quality and accessibility.
