Linyi advances high-quality growth via dual reform drives

Linyi pushes forward high-quality development with dual reform strategies including 17 major systemic reforms and 13 targeted small-cut reforms in the first half of 2026.

The 17 major reforms focus on breaking institutional barriers covering internationalization of Linyi Trade, whole industrial chain upgrading, urban fine governance and cultural tourism integrated development. The 13 small-cut reforms target trivial difficulties troubling enterprises and residents such as streamlined construction approval and convenient people's livelihood services.

The city implements the "one district one reform brand" mechanism, rolling out 15 distinctive reform projects including industrial transformation and enterprise service commissioner system. Municipal leaders take charge of special reform tasks and conduct on-site inspections in enterprises and villages regularly.

Breakthroughs have been achieved in cross-border trade, event-driven consumption, intelligent manufacturing and rural vitalization. Linyi will continue to deepen the dual reform layout to unleash comprehensive development momentum of the old revolutionary base area.
