Feixian's pro‑business dialogue platform solves factory‑space bottlenecks for garment industry

As part of the city‑wide “Welcome to Linyi: worry‑free services” business‑environment improvement campaign, Feixian County upgrades its “Feixian affairs · convenient solution” pro‑business dialogue platform (Qinqing Meeting Room). It turns solving one‑off enterprise difficulties into systematic industrial‑chain governance, resolving the factory‑site shortage bottleneck for local textile and garment sector and driving cluster‑oriented industrial development.

During a special garment‑industry session of the Qinqing Meeting Room, Xufeng Garment put forward its urgent pain point: growing order volume required production‑space expansion, yet the firm spent months searching without locating suitable factory premises. Instead of treating it as an isolated single‑company demand, Feixian's government‑service taskforce took the case as an entry point to conduct county‑wide thorough research.

Working together with federation of industry and commerce, bureau of industry and information technology, natural‑resources bureau and sub‑district authorities, the taskforce surveyed all scale‑above garment enterprises across Feixian, sorting out collective demands for plant expansion, land use and factory renovation among multiple garment manufacturers. The research revealed that factory‑space shortage was a widespread industrial‑chain challenge rather than only one‑company's trouble.

Based on aggregated demand, authorities shifted from helping enterprises search for workshops one‑by‑one toward planning a concentrated garment industrial park. Multiple rounds of site inspections and consultations with enterprise representatives were carried out, and finally a qualified parcel in Zhujiazhuang community of Feicheng Sub‑district was selected. The location boasts sufficient land space, convenient logistics and abundant local labour resources, meeting multi‑enterprise simultaneous settlement requirements.

Cross‑departmental joint coordination pushed forward planning adjustment, land‑procedure handling and supporting‑facility construction. Several local garment enterprises are preparing to move into the new park, realizing transformation from scattered standalone factories toward coordinated industrial cluster development.

Feixian's Qinqing Meeting Room builds a closed‑loop work mechanism covering demand collection, assignment, on‑site coordination, implementation and follow‑up return visits. Individual corporate appeals are analyzed to identify common industrial‑chain obstacles, turning fragmentary case handling into systemic policy optimization for high‑quality business‑environment construction.
