Linyi City's innovative tiered and differentiated enterprise supervision model has been highly recognized by China's Ministry of Justice at a press conference held by the State Council Information Office and promoted as a national typical practice. Classifying enterprises into four levels based on risk assessment and credit status, Linyi implements targeted and non-intrusive supervision, reducing on-site enterprise inspections by 26,000 times in 2025, with a dynamic rating adjustment mechanism to realize scientific and refined governance.
Relying on digital platforms, the city has built a smart supervision system featuring data sharing, intelligent early warning and online inquiry, forming a full-process transparent supervision closed loop. As Shandong's only pilot city for standardized and precise administrative inspection on enterprises approved by the Ministry of Justice, Linyi will further deepen reform and optimize smart supervision to bolster high-quality economic development through rule-of-law governance.
