Lingang develops complete high-end steel industrial chain

Lingang Economic Development Zone forms robust integrated steel industrial clusters centered on high-end stainless steel and special steel sectors.

The zone set up a special working group for steel industry chain investment promotion to tackle industrial weak links. Two complete chains have taken shape:

Advanced special steel chain: Supported by leading firms such as Shangang Yongfeng and Gangtou Special Steel, projects covering 6 million tons of thin plates, 300,000 tons high-strength steel deep processing and 2.25 million tons cold rolling coating realize integrated smelting, hot rolling and deep processing.

Stainless steel chain: Projects including 700,000 tons bar and wire hot rolling and 100,000 tons seamless pipe production reach full capacity, forming a closed-loop industrial system from raw steel to finished deep-processed pipes.

Shenyang Group's Lingang non-ferrous metal park completed trial production of a flexible 100,000-ton high-end stainless steel seamless pipe line on July 1. The flexible production line supports customized small-batch orders covering pipe diameters from 14mm to 114mm. All finished pipes pass non-destructive flaw detection and corrosion resistance testing with full digital traceability, cutting domestic reliance on imported high-end steel pipes.

Upstream raw material suppliers, midstream rolling enterprises and downstream precision processing factories cluster inside the zone to reduce logistics costs. Up to 29 supporting steel projects and 10 above-scale steel enterprises have settled here, with total steel output capacity reaching 8.5 million tons, accounting for 84 percent of Linyi's overall capacity. From January to May 2026, steel industrial output hit 28.48 billion yuan, rising 16.8 percent year on year.
