Tancheng streamlines construction permits in phases to speed up projects

Tancheng County launched a phased approval reform for construction permits to shorten project construction cycles and optimize local business environment under the "Welcome to Linyi, Smooth Services for All" campaign.Previously, construction enterprises could only apply for full construction permits after completing full drawing reviews and all formalities, often missing optimal construction seasons. The county administrative examination and approval bureau split construction approval into several phases including foundation pit support and underground engineering.

Enterprises may submit partial phase-specific materials to obtain segmented permits without waiting for complete drawing reviews, enabling early machinery entry. The reform cuts average project preparation time by around 10 working days. The Kangyang Community project became a typical beneficiary, starting foundation construction much earlier.

Service staff shift passive acceptance to proactive pre-service work. During land transfer and project filing stages, officials deliver guidance documents and sort required materials one-on-one at key nodes such as land contract signing, eliminating repeated document revision for enterprises.

Next, Tancheng will further refine segmented approval standards, strengthen inter-department coordination, and reduce institutional transaction costs for all construction projects, injecting strong momentum into county-level high-quality development.
