
Tuanlin town in Junan county, Linyi in East China's Shandong province — a core area carrying 14 million tons of the province's steel capacity — is turning the flow of people brought by industrial clustering into stable local consumption by upgrading consumer and producer services.
Keeping services aligned with industry and consumption centered on workers, the town has developed convenient consumption circles around major enterprises such as Shandong Steel Yongfeng, Meide and Gangtou Special Steel, cultivating more than 60 restaurants, hotels, supermarkets and convenience stores to fill gaps in commercial facilities near factory areas. It has coordinated more than 400 commercial operators across the town and guided them to launch holiday discounts, new seasonal products and convenience offers during the Mid-Autumn Festival and National Day holidays, ensuring adequate supplies of gift boxes, grain and oil, fresh produce, household goods and local specialties at stable prices.
Working with financial institutions, the town has rolled out discounts through the Cloud QuickPass mobile payment platform, bringing benefits directly to consumers. It has also organized autumn fairs at 10 standardized rural markets, selling tea, sweet potato products, autumn peaches and daily necessities close to villages and factories. The Beituanlin market draws more than 5,000 visits at peak times. Restaurants and stores near industrial parks have been encouraged to extend business hours to expand night-time consumption.
The town is also developing producer services including labor matching, equipment maintenance, commuting support and warehousing to help enterprises maintain production and keep workers employed, forming a cycle in which industry gathers people, people boost commerce, and commerce empowers industry.
During the holiday period, the town has organized market regulation, law enforcement and emergency management departments to carry out inspections of supermarkets, markets, restaurants and food outlets, focusing on food safety and clear pricing, and has called on businesses to operate with integrity, ensuring a safe consumption environment.
"Boosting consumption is not a short-term holiday campaign, but a livelihood and development project rooted in local conditions and better services," said a town official, adding that the town will continue to pursue integrated industry-town development, expand new consumption scenarios and contribute to the "Hospitable Shandong, Quality Shandong" brand.
