Lanshan district streamlines approval for private kindergartens

At the Lanshan district government service center in Linyi, East China's Shandong province, resident Ms Zhao recently completed an online application to open a private kindergarten with guidance from counter staff. "I was not familiar with the approval process, but thanks to the district administrative approval service bureau's assistance throughout, I finished it in one visit," she said.

To improve the environment for preschool education and standardize the registration of private preschool institutions, the bureau has focused on the registration of private kindergartens, using standardized approval procedures and refined government services to efficiently handle a number of such applications.

In processing the applications, the bureau identified admission requirements precisely, clarified application materials and detailed key steps including name pre-approval, preparation checks, formal establishment approval and certificate issuance. It consolidated a full list of required materials, including registration applications, pre-review forms, legal representative registration forms, kindergarten charters, venue certificates, board and supervisor filing forms, donation pledges and capital verification reports, avoiding duplicate and invalid submissions.

Because many kindergarten operators are unfamiliar with approval procedures, the bureau has introduced a mechanism combining full-process agency services, one-time notification and time-limited completion. Counter staff proactively provide policy consultation, material review, procedural guidance and online application support, answering questions and preparing materials in advance to reduce the number of corrections needed.

The bureau also strictly follows statutory time limits, conducting material reviews and approvals at each level to ensure eligible applications are completed within the required period and registration certificates for private non-enterprise units are issued promptly.

The bureau said it will continue to refine approval services for private educational institutions, optimize procedures, raise service professionalism and hold regular policy briefings and business guidance. It will also strengthen coordination between approval and oversight, contributing to a preschool education system in which public institutions play the leading role, private ones supplement them, and development is orderly and inclusive.
