Linshu county in Linyi, East China's Shandong province, was awarded the title of "Model County for Safe China Construction, 2021-2025" at the national Safe China construction work conference on Sept 28, recognizing its efforts to prevent risks, ensure safety, maintain stability and promote development.

"Walking in the evening, patrol officers are everywhere, the neighbors get along, and life is stable — that is what safety means to ordinary people," said a resident surnamed Tang from Tangling village, Yushan town.

Since 2021, the county has strengthened its grassroots foundation to resolve disputes on the spot. It has built county- and town-level comprehensive governance centers to high standards, shifting governance resources from scattered lines to integrated blocks. The county center hosts 19 functional departments including public security, courts, human resources and housing, and operates a command platform integrating public order control, dispute resolution, emergency response and public services. All nine towns and subdistricts have built such centers, offering one-stop services including people's mediation, legal consultation and legal aid.

The county has advanced coordination among people's, administrative and judicial mediation, setting up 18 industry-specific and specialized mediation committees covering medical disputes, marriage and family, and property management, and developing a number of mediation brands. Since 2021, more than 12,000 disputes of various kinds have been resolved. In November 2023, its comprehensive dispute resolution method was recognized as an advanced model of the Fengqiao Experience in the new era.

The county has divided its area into 871 basic grids and 11 dedicated grids, assigning 277 village-level governance commissioners, 255 police officers and auxiliary police, 60 lawyers and legal workers, and 73 volunteer teams to cover 266 villages and communities.

On public security, the county has maintained a tough stance against crimes including theft, robbery, fraud and offenses involving food, drugs and the environment, and advanced its campaign against organized crime, solving more than 4,000 criminal cases over five years. Police and public order incidents fell 54.1 percent and 46.8 percent respectively between 2021 and 2025. The county has deployed 56 peak-hour posts, 201 school-guard posts and eight sentinel police vehicles, and built a video surveillance network with an online rate above 96 percent, along with 526 village patrol teams and 6,626 household-based joint defense units.

On legal services, the county court has sent its leadership to visit enterprises at 20 business environment liaison points since 2023, holding more than 40 public legal education sessions and judge visits benefiting over 500 companies. The county procuratorate has set up protection contact points for specialty industries such as Linshu willow weaving and Yimeng green tea, and the judicial bureau has introduced tiered and categorized supervision of enterprises, leaving A-level creditworthy companies undisturbed while tightening oversight of D-level risk enterprises. Linshu has issued 17 measures to accelerate the building of a law-based business environment.

Since 2022, the county court has handled 24 bankruptcy cases, concluded 22,646 first-instance enforcement cases and recovered 2.021 billion yuan ($283 million), conducting 286 concentrated enforcement operations. The county has also set up business environment liaison points at 20 key enterprises and appointed 10 special observers.
