A merchant in Fei county, Linyi, East China's Shandong province, needed to change a company address urgently but worried about the distance and unfamiliar procedures. A neighborhood service station handled the paperwork on the merchant's behalf and completed it the same day.

The merchant had previously operated at a location in Lanse Gangwan and had recently leased new premises near the Hepingli business district, needing the address change completed that day to sign a new operating contract. "I heard the change had to be done at the county approval bureau. It is far away, I did not know the process or what materials to prepare, and I was worried it would not be finished in time for the signing," the merchant said on arrival at the Hepingli service station.

Rather than sending the merchant elsewhere, the station drew on its grassroots service functions and an integrated enterprise information change service to provide full-process assistance. Staff reassured the merchant that the station could coordinate directly with the market access window at the county government service center and complete the whole process locally. Because the merchant had only electronic materials, staff confirmed that electronic versions of the legal representative's identity card, property certificate and lease contract were acceptable.

Staff then launched a fast-track process, collecting and uploading the legal representative's identity card via a document camera, verifying and uploading electronic materials including the property certificate and lease contract, and completing preliminary review and submission. They also coordinated with the dedicated enterprise information change window at the county center, synchronizing information in real time and connecting the approval process. After the window confirmed the materials were complete and compliant, online signature and facial recognition verification were initiated at once.

With one-on-one guidance, the merchant completed facial recognition and electronic signature confirmation, and the approval process was handled efficiently. Staff then guided the merchant in downloading the new electronic business license, achieving nearby, efficient and paperless handling. "I thought I would have to spend half a day going back and forth to the county center and would probably miss the contract signing. I never expected to finish everything in a dozen minutes at a station near my home — so convenient and efficient," the merchant said.

Organizers said the rapid completion reflects Fei county's efforts to build a government service circle and improve its business environment. The Hepingli station focuses on high-frequency, essential matters for enterprises and residents, establishing a regular coordination and agency mechanism with the county government service center through a closed loop of grassroots acceptance, online transfer, county-level approval and immediate completion, addressing the problems of long distances, numerous steps and lengthy processing.

The county said it will continue to focus on the needs of enterprises and residents, optimize the service process and scenarios for handling matters efficiently, and raise the professionalism and precision of agency services.
