Linyi Hi-tech Zone improves work style to pursue high-quality growth

Under the "Cadre Capacity Improvement Campaign", Linyi Hi-tech Zone strengthens work style construction and boosts industrial development through solid practical efforts.

On July 25, the zone held a special exchange session of the "Clean Business Reception Hall" for investment promotion and project construction. Functional department directors communicated face-to-face with representatives of six key investment enterprises, responding to demands covering approval progress, factor guarantee and industrial supporting planning. All raised issues were recorded on task lists with clear deadlines and targeted solutions, realizing on-site coordination for corporate needs.

The zone innovates the "Work Progress Review Mechanism" covering ten major themes including project construction, economic operation and 12345 hotline handling. A total of 218 key tasks are managed via standardized lists with monthly scheduling and unannounced inspections to create a competitive working atmosphere.

A "1+5+N" consultation system reviews industrial bottlenecks regularly. Staff identified 62 inadequate implementation issues and solved 21 development obstacles this year. District-level leaders conducted more than 300 on-site research visits, resolving over 100 enterprise difficulties including labor shortages and approval delays, shifting cadres from passive waiting to proactive problem-solving.

Centered on building a provincial-level sci-tech incubation highland, the zone targets breakthroughs in electronic information industry and innovation incubation. A full enterprise growth chain covering startups, high-tech firms, gazelle enterprises and listed companies was established. Chunguang Group became Shandong’s first ChiNext-listed enterprise in 2026, receiving whole-process policy guidance and service support from local authorities.

The Electronic Information Industry Research Institute was officially inaugurated. The district deepens the "Sci-tech Steward" pilot reform and university-industry cooperation to commercialize innovative achievements. From January to July, high-tech industrial output value accounted for 56.1 percent of total industrial volume.

Streamlined approval reform under the campaign "Finish All Procedures Efficiently" cut construction permit processing time by half. The zone was certified as a national business environment standardization pilot by CCPIT. Regular corporate visits deliver targeted preferential policies to ease operational burdens.

Performance-based incentives reward outstanding staff working on project and grassroots governance; 133 model cadres received commendations and 11 excellent grassroots workers were included in a talent reserve pool. The zone balances urban-rural integration, rural vitalization, safety supervision and people’s livelihood services.

Moving forward, the Hi-tech Zone will carry forward the Yimeng Spirit, prioritize industrial upgrading, advance major projects and optimize business environment to build a provincial benchmark for sci-tech innovation incubation.
