Luozhuang sub-district boosts village economy with enterprise-origin Party secretaries

Luozhuang Sub-district of Luozhuang District selects entrepreneurs as village Party secretaries to fuel rural vitalization with market-oriented thinking. Over 80 percent of villages here have enterprise-origin secretaries, while more than 80 percent of villages achieve annual collective income above one million yuan.

Case 1: Xu Weidong, Secretary of Yuquanzhuang Community

Xu Weidong ran manufacturing enterprises before taking office in 2004. He applied corporate management logic to community governance, revitalizing ceramic commercial malls and urban commercial plazas to grow collective revenue. The community's collective income exceeded 10 million yuan in 2025 with total fixed assets reaching 350 million yuan, reversing a debt of over 5 million yuan from two decades ago.

The community built a full-service senior apartment providing free catering and accommodation for elderly residents, winning high recognition among villagers. During village committee elections, Xu was unanimously elected for his practical livelihood improvements.

Case 2: Zhang Lihua, Secretary of Northwest Village, Zhuzhangqiao

Zhang Lihua handed over his private enterprise to family members and took village office in 2021. He launched comprehensive asset audits to standardize land contracts, lifting annual land rent from 600 yuan per mu to 2,000 yuan and raising collective annual revenue from 100,000 to 580,000 yuan.

The village renovated living environments and built pocket parks, constructing a 50,000-square-meter shared wealth industrial park with shared workshops to absorb local idle labor. Multiple industrial projects expanded village revenue channels.

Case 3: Zhou Yuanjiang, Secretary of Zhuchen Community

Since taking office in 2021, Zhou raised nearly 10 million yuan in social funds. He renovated idle land to build farmers’markets and night catering streets accommodating over 300 vendors, generating 350,000 yuan in annual management fees. A wholesale agricultural market brought an extra 5.4 million yuan of collective income. Road reconstruction and facade upgrading completely transformed old village landscapes, pushing collective revenue to triple within five years.

Case 4: Sun Guanglin, Secretary of Zhuchen Community

With years of ceramic sales management experience, Sun took the post in 2012. He upgraded Zhuchen Building Materials Market by constructing street-front exhibition buildings and introducing national famous tile brands, forming integrated wholesale and retail business formats to steadily lift collective annual income.

The sub-district will continue to cultivate the team of enterprise-origin village Party secretaries, introduce industrial and market operation concepts to rural areas, expand collective revenue channels and deliver tangible benefits to villagers.
