Mengyin county in Linyi, East China's Shandong province, has rolled out a "bureau chiefs on the podium" program at its county Party school, with department heads teaching tailored courses to officials, as part of the county's drive to improve official conduct and competence this year.

The program departs from the traditional lecture format by taking stock of officials' actual needs and capability gaps first, then building courses around them. Departments taking the podium turn their frontline work into teaching material, explaining policy requirements, business processes and hands-on experience so that listeners can apply what they learn.

Thirteen such sessions have been held so far this year, drawing on teaching resources within the county and covering key areas of local governance. Organizers said the program is intended to build a platform for sharing experience and comparing approaches, and to channel the outcomes into solving practical problems in economic and social development.
