

Government service hotlines serve a core channel to collect public demands, yet grassroots units long faced pain points including delayed responses and incomplete problem rectification. Liuyu Town of Pingyi County created the standardized "336 Working Method" featuring three-step rapid response, three-tier classified disposal and six guarantee mechanisms, forming a full closed-loop management system covering demand acceptance, distribution, on-site handling and follow-up evaluation.
The town divides public complaints into three alert grades (blue/yellow/red) assigned to village, work zone and township authorities respectively. Grid staff resolve minor neighborhood disputes same-day; leading cadres lead special teams to tackle tough infrastructure problems such as collapsed mountain roads. Six regular supervision mechanisms shift governance from passive complaint-taking to proactive risk prevention. In 2025, the town settled 742 conflicts with a 98.3% resolution rate, while total hotline tickets dropped 21.1% year-on-year.
Pingyi's tiered closed-loop hotline model offers a replicable grassroots governance template. Linyi will popularize the "336 Working Method" citywide, deepen frontline office mechanisms and continuously raise residents’sense of gain and security.
