Tancheng builds professional transport workforce via three-specialty capacity

The Transport Bureau of Tancheng County advances workforce development through the “three-specialty” training mechanism as part of the Cadre Work Style and Capacity Improvement Campaign, cultivating a competent transport team with professional expertise, sense of responsibility and on-site execution capability.

The bureau runs weekly “Transport Lecture Hall” sessions covering industry regulations, safety management and operational skills, holding 4 special lectures and 6 theoretical seminars this year to achieve full staff coverage. It also organized 11 professional skill competitions to encourage cadres to apply knowledge in real scenarios. A suggestion collection campaign gathered 158 proposals on urban-rural public transport and infrastructure construction, all of which have been assigned responsible persons for follow-up implementation with full feedback.

A targeted training rotation system sends 16 young cadres to frontline posts including project approval and traffic law enforcement, paired with senior mentors for on-the-job training; 6 backbones are dispatched to village assistance and enterprise service positions to collect grassroots demands. Practical achievements include the completion of 9.4 km county road maintenance and the addition of 50 new urban-rural buses.

Supervision mechanisms including regular model selection, benchmark learning exchanges and the “Three Public Disclosures” system (annual targets, mid-term progress, year-end results) boost competition and accountability. Major breakthroughs include full land delivery for the Tancheng section of Weifang-Suzhou High-speed Railway, the creation of a national demonstration zone for rural e-commerce and express delivery integration, and recognition as a provincial pilot county for transport Party building innovation.

The systematic capacity-building program strengthens the transport governance capacity of Tancheng County, laying a solid foundation for high-quality transport development and rural vitalization.
